Arizona law enforcement agencies will use robots to help maintain security at the Super Bowl to be held Feb. 3 at the University of Phoenix Stadium.

Northrop Grumman Corp. will provide support and repair services for the robots, produced by its Remotec Inc. division.

The robots will assist officers on patrol in a two-square-mile security zone around the stadium. They will assist the Phoenix and Glendale, Ariz. Police departments as well as other federal, state and local agencies at the game.

"We're here to support the event and hopefully go unnoticed by fans. Our job isn't to be a disruption but to keep danger at a distance," said Mack Barber, president of Remotec, an operating unit of Northrop Grumman's Mission Systems sector.

The robots are about 3 feet high and move on wheels. Some will be in the public view and possibly patrolling with officers, and some will be in enclosed areas and only brought out if they are needed, said Northrop Grumman spokesman George Seffers.

Northrop Grumman builds robots for handling hazardous materials and other risky jobs. The robots typically help fire and police departments with explosive disposal units and hazardous material cleanup.

Northrop Grumman of Los Angeles ranks No. 3 on Washington Technology's 2007 Top 100 list of the largest federal government prime contractors.

SAN DIEGO -- The Navy's MDARS-E is an armed robot that can track anything that moves. Told that I was the target, the unmanned vehicle trained its guns on me and ordered, "Stay where you are," in an intimidating robot voice. And yes, it was frightening.

Perched atop a strip of cliffs lining a beautiful section of the Pacific Ocean, the Space and Naval Warfare System Command in San Diego develops semiautonomous armed robots for use in combat by the U.S. military. "We're not building Skynet" says Bart Everett, the technical director for robotics at SPAWAR. Though Everett assured me that the use of the robots' on-board weapons is under the strict control of their operators, the lab's bots can navigate and map complicated terrain, work cooperatively with soldiers and identify and confront hostile targets. Sure, they're no Johnny Five, but robots with guns are both creepy and fascinating.

The MDARS-E (Mobile Detection Assessment and Response System - Exterior) robot is an armed, unmanned vehicle that can navigate complicated environments autonomously. Decked out with a wide array of high-tech sensors and controlled by a sophisticated software system, the MDARS-E gives the recent Darpa (Defense Advanced Research Projects Agency) challenge participants a run for their money. The MDARS-E is intended to drive around urban and rural environments looking for bad guys. As it's cruising, it reports its findings in real time to a guard station. Once the guard identifies an entity as an intruder, the MDARS-E trains its guns on the target and, in an ominous robotic voice, warns him to stay put. If given the command, the robot will first fire a warning shot at the target's feet, and then, if ignored, it will shoot the target.

The vehicle model that SPAWAR demonstrated for us was outfitted with nonlethal weapons. These pneumatic robotic guns (top left and top right) fire munitions that are like paint balls with fins to increase distance and accuracy. Some of these pellets can mark targets or release pepper spray on contact.

The MDARS-E uses a stereoscopic robotic camera system for navigation (bottom left) as well as cameras mounted on the weapons for targeting. A LADAR system (bottom right) uses 24 beams to build an image of the surrounding terrain.

ROBART III is a prototype platform designed in-house at SPAWAR. If it weren't for the chain gun and missiles, he would be pretty cute. Once he's ready for battle he'll almost certainly don an evil-looking suit of armor. ROBART's sensor array consists of a multitude of cameras, SICK LIDAR (like radar, but with lasers), ultrasonic transducers (gold spots), passive IR (infrared radiation) detectors and more. The weapons are planned to work in unison with a special rifle that would automatically target where a soldier points his weapon.

One of ROBART III's weapon systems is this nonlethal pneumatic chain gun. It uses a combination of laser sighting and machine vision to lock in on its target and barrages it with a torrent of 3/16-inch-diameter projectiles. In tests, plastic pellets (like air-soft munitions) and steel darts were used.

This prototype robotic weapon platform is designed to be buried underground for camouflaged deployment. When called to action, the robotic gun pops up and starts shooting. If you're the unlucky soul on the business end of this gun, it's likely curtains for you -- this robot is an extremely accurate shooter. A high-tech night-vision scope (bottom right) permits dead-on targeting even during moonless nights.

The FIRRE may look deadly and efficient, but it has a serious design flaw. Though the tank treads allow it to cross nearly any obstacle, the lack of suspension slowly destroys any type of robotic weapon system that is mounted to it. SPAWAR tried, unsuccessfully, to lessen the rough ride by mounting the robo-gun with shock-absorbing cabling. The FIRRE platform is no longer being considered for battlefield deployment.

The robots in service in Iraq and Afghanistan often see as much dangerous action as their human counterparts. Frequently in the process of disarming IEDs, they end up getting blown apart and saving many lives in the process. These $100,000 robots aren't just tossed in the trash -- many of them are sent back to SPAWAR for repair.

Most of the current generation robots in service in Iraq are controlled wirelessly. To extend the range control, SPAWAR researchers developed a self-deploying wireless repeater payload. The robot shoots these spring-loaded repeater modules out their tail ends and they pop open to reveal an elevated antenna (right). The researchers are currently working on a smaller and more rugged version of this system.

This robotic boat navigates autonomously using a combination of nautical maps, radar, LADAR and cameras. The USV (Unmanned Surface Vehicle) is SPAWAR's latest project designed to fill a variety of nautical robotic needs. The sensor array (top) is an impressive addition to the relatively stock Seadoo boat platform (bottom left). The USV uses a complex software suite, which a group of researchers are fine-tuning (bottom right).

This little robot is outfitted with a LIDAR (light detection and ranging) scanner as well as a set of stereo cameras that allow it to autonomously navigate through confined spaces and make maps of its progress (below). The robot can also be given a command to follow a soldier through a building, which it will happily obey. The black boxes on the map represent doors detected by the LIDAR.

This four-wheeled unmanned vehicle (left) is a mobile launching and refueling station for the aerial robot (gray) resting on top of it. The vehicle can take off, land on the platform and refuel without any human intervention. A complex fire-control system (top right) is required to handle the volatile fuel that powers the aerial robot. The ground vehicle can take a variety of payloads, including a robotic weapon mount (bottom right).

Few people realize that military robots and humans have been interacting since World War II when the Germans used remote controlled tanks in battle (while staying within eyesight of the vehicle). These were teleoperated vehicles, just like those used in Iraq and Afghanistan today.

In the SPAWAR laboratory, human-robot interaction has come a long way, especially in the last three years, as robots have gone from mapping an area by themselves (full autonomy), to mapping and then leading a human through an area (semiproximal autonomy), to working fully with a human partner (proximal autonomy). You've come a long way, robo-baby.

Are the cyber-pigeons coming home to roost?

For the past 2-1/2 years, we have been reporting in these columns about the growing problems generating by former Defense Secretary Donald Rumsfeld's visionary Future Combat Systems program to make the U.S. armed forces unbeatable in the 21st century.

FCS had the ambitious vision of integrating the firepower of combat forces of the U.S. Army through a wireless network in real time. It offered the prospect of field commanders video conferencing with front-line officers in tanks on the battlefield. It offered the vision of minimizing combat casualties by sending in large numbers of robots to defuse mines and open ways through battlefields.

The program was one of the most costly in the history of the U.S. Army. The Washington Post Friday said its estimated cost was $200 billion. As we have previously reported in these columns, some estimates from the Congressional Budget Office and the Government Accountability Office have already gone 50 percent higher than that. And even those estimates assumed that the basic concepts of the program were sound and that it would work as projected.

In fact, as the Post reported Friday, the number of lines of software code required by the project has more than doubled in only the past five years. The Army originally reckoned it needed 33.7 million lines of code. Now it reckons it needs 63.8 million. The paper also cited Dennis Muilenberg, Boeing's project manager on the FCS, as maintaining that the original estimate was 55 million lines of software, not 33 million.

No one doubts that interconnectivity and rapid response is vital on the battle field. No one doubts the U.S. armed forces have enjoyed a decisive global superiority in applying these key technologies over the past quarter century. And no one with any sense doubts that it should be a top priority goal to seek to retain that advantage through the coming decades.

But as we have warned in these columns before, the FCS from the very beginning appeared doomed to failure: It sought to replace the flexibility easily available in modern off-the-shelf communications technology with enormously ambitious and rigid integrated goals that swallowed up limitless resources.

Yet, as we reported 2-1/2 years ago, three-star Army generals were cautiously warning back in August 2005 that the very concept of the FCS leaves it dangerously vulnerable to cyber-attack -- a form of asymmetrical warfare that China in particular has given top priority to, and that is also being developed energetically by Russia and India.

These concerns have since become more widespread. The Post report cited a warning from the Defense Science Board, which advises the Office of the Secretary of Defense, as saying last year, "Malicious code is a key concern of the FCS program (and it) lacks confidence in current tools for detecting malicious code."

In other words, the key strategic conception for continuing U.S. battlefield superiority for at least 20 years to come depends on an integrated software system that is still being developed, and that is certain to be vulnerable to hostile cyber-attacks even when it is finally completed.

But that is only the first of the strategic and conceptual problems that the FCS mega-project faces. There are even more fundamental ones.

Prominent Jews call for open debate on Israel

A group of prominent British Jews will today declare independence from the country's Jewish establishment, arguing that it puts support for Israel above the human rights of Palestinians.

02/05/07 "The Guardian" -- - Independent Jewish Voices will publish an open letter on the Guardian's Comment is Free website calling for a freer debate about the Middle East within the Jewish community. Among the more than 130 signatories are Stephen Fry, Harold Pinter, Mike Leigh, Jenny Diski and Nicole Farhi, as well as leading academics such as Eric Hobsbawm and Susie Orbach.

"We come together in the belief that the broad spectrum of opinion among the Jewish population of this country is not reflected by those institutions which claim authority to represent the Jewish community as a whole," the letter says. Jewish leaders in Britain, it argues "put support for the policies of an occupying power above the human rights of an occupied people" in conflict with Jewish principles of justice and compassion.

The statement does not name the institutions it is criticising. But one signatory, Brian Klug, an Oxford philosopher, writing an accompanying article on Comment is Free, singles out the Board of Deputies of British Jews for calling itself "the voice of British Jewry" while devoting "much of the time and resources of its international division to the defence of Israel".

Mr Klug also criticises Britain's chief rabbi, Sir Jonathan Sacks, for telling a pro-Israeli rally in London last year: "Israel, you make us proud."

"Others felt roughly the opposite emotion," Mr Klug writes.

The emergence of the group, which calls itself a "network of individuals" and can be found at www.ijv.org.uk comes at a time of ferment over attitudes towards Israel, stoked by the war in Lebanon and the bloodshed in the occupied territories. The question of whether radical opposition to Israeli policies necessarily amounts to anti-Semitism is central to the debate.

The row was brought to a head in recent weeks by the resignation of board members of the Institute of Jewish Policy Research (IJPR) after it emerged that its director, Antony Lerman, had voiced support for the merging of Israel with the Palestinian territories into a single bi-national federation and a repeal of the "law of return" giving the right of anyone of Jewish descent to Israeli citizenship.

Stanley Kalms, the former head of the Dixons Group, stepped down as the IJPR's honorary vice president, saying Mr Lerman's views made his position "untenable". Writing in the Jewish Chronicle, Lord Kalms called his views "dangerous and unacceptable" and "contrary to my concept of the role of the diaspora - to support the State of Israel, warts and all".

The row has brought furious exchanges to the Jewish Chronicle's letter pages. "Some of our biggest mailbags lately have been prompted by prominent Jewish public figures voicing dissenting views of Israel, which typically provokes angry rebukes from other members of the community," David Rowan, the editor, said.

A parallel struggle is under way in the US where the American Jewish Committee published an article accusing liberal Jews such as the historian Tony Judt of fuelling anti-Semitism by questioning Israel's right to exist. The essay by Alvin Rosenfeld said that "one of the most distressing features of the new anti-Semitism" was "the participation of Jews alongside it".

Prof Judt told the New York Times: "The link between anti-Zionism and anti-Semitism is newly created." He feared the two would become so conflated that references to anti-Semitism and the Holocaust would be seen as "just a political defence of Israeli policy".

The Iraqi soldiers toppled the Washington Monument, ransacked and pillaged the National Gallery of Art, the National Portrait Gallery as well the great Smithsonian institute and museum. The White House , the Pentagon and the CIA have also been targeted and now encircled. Hundreds of Iraqi generals with their troops have squatted the headquarters of the American Government. The White House, looted, has now become an enclave of the Iraqi occupying forces and has been renamed the White Zone. The President of the U.S.A as well as his 20 advisors have been caught and are now prisonners of war in a Fort Lauderdale secret prison, camp Babel. A puppet American government was set up by the Iraqi occupying forces. They set up elections and eyewitnesses report that over 1 million Mexicans came in buses and voted the new government in. Reliable sources affirm that the current American government is mainly comprised of Mexican Americans with dual nationalities and totally backed by Mexico. The American army has been totally sacked and replaced by a grouping of Mexican/American police, army and militias working in close cooperation with the Iraqi occupying forces. The Iraqi Provisional Authority in conjunction with the American puppet government are undertaking a massive campaign of "de-waspization" and "de-Americanization" of the whole of the U.S.A. Upper state New York, Buffalo and other towns have declared their independence and are being armed and trained by Canada as mercenaries and snipers. Atrocious news have been circulating of hideous crimes committed by the Iraqi soldiers: In Bethesda, over 12 pregnant women were killed as well as a 15 years old boy who spat on a passing Iraqi convoy. His mother's head was bashed against a wall and her boy shot in front of her eyes. In Lexington Park , 3 neighborhoods have been razed to the ground. Over 500 defenseless civilians, majority of which were women and children have been shot in cold blood and some Iraqi soldiers were filmed pissing on the dead corpses. In Richmond square, hundreds of bodies are strewn across the square and littering the side streets, showing signs of serious burns from napalm, phosphorus bombs and gun shots. In Rockville, five Iraqi soldiers from the 32nd platoon division, gang raped 14 years old Abee Jones, shot her whole family including her 3 years old sister and grandparents then set her on fire. They were seen drinking Arak and grilling kebabs prior to their crime. In Georgetown , over 500 American academics have been kidnaped and shot dead by Mexican backed militias and 100 students were blown to pieces in front of George Washington University. Body parts and books were seen lying in the debris. Amnesty International, Human Rights Watch and the UN have reported the existence of hundreds of detention camps and prisons and the estimated official number of American prisoners is 50'000 men and women some as young as 13 years old, held without charges or trial. These agencies have also reported gross violations of the Geneva conventions and have presented evidence of severe torture, including sodomy , rape and genital mutilation. The Iraqi Minister of Defence denies these allegations. Most torture victims have succumbed to death. The French Institute of Medicine issued a report confirming the death of over 700'000 American civilians since the Iraqi invasion. The UN has issued a report in December stating that for the year 2006 only, 35'000 americans have died as a result of the Iraqi occupation. The number for widows is also staggering, over 1 million American widows and 2 million American children orphaned. The report also adds that American children are trafficked, sold as sex slaves or labourers in other countries. Public facilities and amenities are no longer existent. The average American citizen gets one hour of electricity per day and for the past week there has been no water supply. Transportation systems have been halted, universities and schools shut down, the sewage system no longer functions and most American streets are inundated with rats and dirty water. "Medecins sans frontiers" a French based NGO, has reported severe cases of malnutrition, water born diseases and outbreaks of cholera and typhoid due to the insalubrity of present living conditions for Americans. Hospitals are no longer functional and can no longer cope with the influx of injured and maimed Americans. The Morgues are overflowing with dead bodies.Children suffering from cancer caused by Iraqi depleted uranium can no longer receive treatment and the prognosis for them is very poor. Other illnesses are no longer treated short of medication and staff as, most doctors and nurses have left the country. Surgery is done without anesthesia and medical doctors are subject to harassment, kidnaping , torture and death. The general American population is suffering great trauma,PTSD and doctors have declined to treat patients from 9/11, arguing that there are more urgent priorities. The UN has launched an urgent plea as 3.7 million Americans have sought refuge in Canada, Alaska, Mexico and other countries as a consequence of the Iraqi occupation. The UNESCO on the other hand has decried some of the Iraqi army practices. Many Iraqi soldiers have been found desecrating worship places by ransacking them, painting Islamic symbols, tearing, kicking, and burning the Bible and urinating in churches. American Monuments and historical sites have also been destroyed. On the economic front, over 60% of the American population is now unemployed, inflation rate is 100% and most outlets, like Starbucks, Mc Donalds and the rest have closed down due to lack of clientele. Shopping malls are empty and retailers have shut down. There is an economic depression but the Iraqi Provisional Authority as well as the American puppet government are re-assuring the American public that things will look brighter soon. Russian and Chinese corporations and multinationals have monopolized all the oil ressources in Texas and the American puppet government has issued a law privatizing all American energy. Furthermore , Dallas and Houston have become a Mexican enclave. Only Spanish is allowed to be spoken there and all government and public posts are occupied by Mexicans. On the political front, Mexicans have managed to infiltrate all echelons of the governing administration included all armed forces : the American army, the American FBI and ministries and they have developed , funded and trained militias that are wrecking havoc in the streets of the American capital. Countless American citizens have been abducted, kidnaped, raped, and slaughtered. Dead bodies are seen lying around the city showing marked signs of torture , like eyes and nails plucked out and holes from electrical drills. The American puppet government denies any role in all of this. Furthermore, civil war is looming close by. Catholics backed by Mexicans have waged an unrentless campaign of ethnic cleansing against Protestants. Black Americans are fighting with Asians and Italians with Poles. Car bombs, mortar attacks and snipers are a daily occurrence today in Washington D.C , Maryland and Virginia as well as other parts of the U.S. Native Americans on the other hand are caught in this ethnic cleansing and are being either massacred again or forced to seek refuge elsewhere. As Canada and Alaska is refusing them entry, they have ended up in tents on the borders in a no man's land. Four weeks ago, on Christmas eve, the president of the USA as well as three of his advisors were hanged in what appeared to be a sectarian lynching. The Iraqi President expressed dissapointment at the way the execution was done, he added it was "fumbled" but was glad that justice finally prevailed. Reuters reported that 5 of the late American President's lawyers have been slaughtered during the Trial period. The President of the USA was filmed hanging at the gallows on Christmas eve and his body showed signs of post mortem torture. The Iraqi President concluded by saying that Americans should really show gratitude for what Iraqis have sacrificed in their name and in the name of Freedom. He also assured the American public in a televised address to the nation, that a surge of an extra 20'000 Iraqis was needed for the reconstruction of the U.S.A to go as planned and that the mission has been accomplished. P.S: I hope this piece of "science-fiction" reverse psychology shocks you. Everything mentioned above took place and continues to take place today in Iraq.And this is only 25% of what is being reported.The shocking truth and "awe" of the American occupation of Iraq. It sounds like a promo for a second rate soap opera: a 21- year old woman appears with a much older celebrity, who grabs her, forces a kiss on her and pushes his tongue into her mouth.

This scene has been occupying the attention of the Israeli public for months now, more than any other topic, except perhaps the allegation that the President of the State sexually assaulted several of his employees. The war and its consequences have been pushed aside.

The interest stems, of course, from the identity of kisser and kissee: Haim Ramon was at the time Minister of Justice and a central figure in the government; the young woman, who was identified only as H., was a lieutenant in the office of the "military secretary" of the Prime Minister, an important military-political liaison point. The fatal encounter took place at the Prime Minister's office, shortly before a cabinet meeting.

This week, three judges - two female, one male - unanimously found Ramon guilty of an indecent act. It seems that the prosecution will not call for the maximum penalty - three years in prison - but the political career of Ramon has, so it seems, come to an end.

This might have been nothing more than a juicy piece of gossip, except for one small detail, which has hardly been mentioned: the fateful kiss took place in the room adjacent to that where a cabinet meeting was due to start, and in which it was decided to start the war in Lebanon.

A short time before that, the Chief-of-Staff, Dan Halutz, also found the time and energy for an un-warlike act: he called his broker and instructed him to sell his shares.

The background must be remembered: a few hours earlier, Hizbullah fighters had crossed the border and captured two Israeli soldiers. Two soldiers had been killed during the operation, and six more died in pursuit of the captors. Obviously the cabinet was about to decide upon a military operation in which many soldiers and civilians, Israeli and Lebanese, would lose their lives. Yet the supreme commander of the army was handling his shares and a prominent minister was handling a female soldier.

IN THE course of the 1948 war, I wrote reports of the battles from the point of view of a simple soldier. After the war, when I collecting these reports for a book, it crossed my mind that it would be interesting to add a description of the war as seen from the point of view of the commander, who had made the decisions that affected our fate.

I approached my brigade chief, a commander highly admired by all of us, and he gave me a detailed description of the campaigns. Before my eyes, a different war unfolded. True, the place names and the battles were the same, but there was no similarity between our war, the war in which the fighters' main concern was to survive from day to day, and the war of the high command, which moved figures on the board in an intricate game of chess with the enemy commanders. The difference between the two levels fascinated me. Perhaps it was that which helped to make the book, "In the Fields of the Philistines, 1948", into a run-away bestseller.

All the great writers who wrote about war - from Leo Tolstoy ("War and Peace") to Erich Maria Remarque ("All Quiet on the Western Front") and Norman Mailer ("The Naked and the Dead") highlighted this huge difference. The soldier crawls through the thorns, sinks into the mud and cowers in his foxhole; the commanders move arrows on the map.

For the simple soldier, and even more so for the civilian, it is difficult to penetrate the mental world of a general who decides upon an operation, knowing that there will be so and so many "casualties", dead and wounded. But after all, that is his profession: to weigh the gains of a move against the expected losses. He receives the order to capture Hill 246 and works out a plan, which he expects will cost the lives of a hundred or so of his soldiers. While he is calculating, those hundred soldiers are horsing around, talking with their parents on the phone, trying to catch some sleep.

I AM not writing this in a philosophical or literary mood, but in order to draw attention to the unbearable lightness with which politicians and generals decide on starting a war. The shares of Halutz and the kiss of Ramon are but symptoms of this phenomenon.

The day before yesterday, Ehud Olmert appeared before the Board of Inquiry (which he had appointed himself) and described how his cabinet

decided to start the Second Lebanon War. The testimony is being kept secret, but it may be assumed that Olmert did not forget to express his condolences to the bereaved families and his hopes for the speedy recovery of the wounded. But did any of his ministers really weigh the price of the operation in human lives - on our side and on the other? Did the Chief-of-Staff, who had just disposed of his shares, raise the subject? Was the Minister of Justice, who had just enjoyed a little adventure with consequences he could not dream of, in an appropriately serious mood?

This is not a uniquely Israeli problem. Did George W. Bush and his clique of Neo-Conservatives really consider the casualties, when they decided to invade Iraq? Let's ignore for a moment the lies they spread, the fabricated stories about "weapons of mass destruction", the imaginary connections between Saddam and Osama and all the other falsehoods and deceptions. Let's concentrate only on the two real aims of the war (which we exposed at the time): (a) to get their hands on the oil of Iraq and the entire region, including the Caspian, and (b) to place an American garrison in the heart of the Middle East.

If Bush had to face a Board of Inquiry in Washington DC as Olmert did in Tel-Aviv, he would certainly be asked some questions (which this column asked in real time): Did you consider how many soldiers and civilians would be killed and wounded? What led you to think that the invading army would be received with showers of flowers? Why did you believe that the Air Force would determine the issue so that the ground forces would have to play only a minor role? Did you imagine that the planned little war would still be going on three years and more later? Did you take into consideration that the Iraqi state would be blown to pieces and that the three peoples living there would soon be at each other's throats? Did you expect that the war would strengthen Iran's position in the Middle East? In short, did you have any idea at all of the place that you were about to invade?

Clearly, nobody with any influence in the US government raised these questions at the time. A foolish and power-drunk president, a rapacious vice-president and a cabal of arrogant and ignorant ideological fanatics decided upon an adventure whose end is not in sight even now. And afterwards the statesmen and strategists went to their elegant restaurants to enjoy sumptuous meals, while the 2000 US soldiers who have been killed up to now spent the day in blissful ignorance of what was going on at the highest level. The media and the senators, of course, were ecstatic.

IT'S NOT the past I am writing about, but the future.

At this moment, people in Washington and in Jerusalem are thinking about a war in Iran. Not if it should be started, but when and how.

If this is to be an American war, its consequences will be many times more grievous than the war in Iraq. Iran is a very hard nut. The Iranian people are united. They have a glorious national tradition, a highly developed national pride and a tough religious ideology. One can bomb their oil facilities, but it is a big country, not dependent on a sophisticated infrastructure, and it cannot be subdued by bombing alone. There will be no alternative to a military attack on the ground.

Bush is already preparing the war. This week he instructed his soldiers in Iraq to hunt down and kill all "Iranian agents" there. That is reminiscent of the infamous "Kommissarbefehl" of June 6, 1941, on the eve of the German invasion of the Soviet Union, in which Adolf Hitler ordered the summary execution of every captured political commissar of the Red Army. Since the commissars were uniformed soldiers, every commander who carried out the order became a war criminal.

It is quite certain that if the United States does go to war, the Iranian people will rally behind their government. They will draw the conclusion that everything their leaders told them about the West was true. The opposition, which has lately raised its head, will fall silent and disappear. The big-mouthed president, Mahmoud Ahmadinejad, whose wisdom is now being questioned by many of his own people, will turn overnight into a national hero. It will be a war of many years, and many thousands of American soldiers - not to mention Iranians - will fall.

President Bush may hesitate and pass the task over to Israel. Lately, Olmert has hinted that it was the Americans who pushed him into the Lebanon war. They believed that the Israeli army would defeat Hizbullah easily, and that this would help the American clients in Beirut. (A similar foolish calculation caused the Americans to give their blessing to Sharon's First Lebanon War in 1982.)

Nowadays, our politicians and generals speak freely about the inevitable attack on Iran. The pro-Israeli lobby in the US, both Jewish and Christian, is toiling mightily to push American public opinion in this direction. All these gentlemen and ladies, in their comfortable villas far from the prospective battlefields, yearn for a war which will cost the lives of the sons and daughters - of other people.

The advocates of the war declare that it is necessary in order to prevent a "Second Holocaust". That has already become a mantra. This week, Jacques Chirac nearly exploded it, when he expressed the self-evident: that if an Iranian nuclear bomb were launched at Israel, Israel would wipe Tehran from the face of the earth. The Iranian rulers are not mad and the "balance of terror" will do its job. But the "friends" of Israel and the USA started to pelt Chirac with verbal rocks, and he hastily retracted.

LET'S ASSUME for a moment that the Israeli Air force, with the help of the American naval forces that are now being steadily built up in the Persian Gulf, succeeds in bombing targets in Iran. What will happen then?

Iranian missiles will rain down on Tel-Aviv and Haifa. The promise of our Air Force to destroy them on the ground is worth no more than the similar promises we heard about Lebanon. In order to defend Israel, American soldiers would have to go into Iran. Israel's account would be debited with every casualty. If Israel is, God forbid, the first to use a nuclear bomb there, the shame will last forever.

The masses of the Arab - indeed the entire Muslim world, both Sunnis and Shiites, will rally around Iran. The Sunni heads of state, who are embracing Israel now in secret, will run away in panic. We shall be left alone to face the revenge that will come sooner or later. Will we be able to rely on the heirs of Bush, who may be less reckless and more inclined to listen to world public opinion, which will inevitably blame us for this whole adventure?

Iran is not a second Iraq, neither is it Hizbullah multiplied by ten. It is an entirely different story.

But is anyone here thinking about it seriously? Will the successors of the share-selling Chief-of-Staff and the tongue-pushing minister be more thoughtful? Or will they decide upon a new military adventure with the same unbearable lightness?

It's SUPERBOWL Sunday, yet for Americans there will be no 'overtime-saving of the home team.'

The Bells-of History are also tolling, and the whistle is about to be blown on a game that too many don't even know is being played. While we've been sleep-walking through what is going into its fifth year: most Americans are still being sucker-punched, lied to, and spit upon and all at the same time! Welcome to the Wonderful World of the International Bankers, and to their New World Order, where only they can profit. Let's peek at the matrix of how this has worked for them, while it's been steadily killing so many of us.

When we went to war it was about continuing a policy that was set out for us, long before 2000. The policy was ambitious. It sought to lay siege to the United States, to slash our ability to earn from "the living" that many tried to continue with; while our values were further eroded along with those "opportunities" that 'America' had once been so famous for. That portion of the policy has succeeded beyond anyone's wildest expectations. The herd that is the public has remained a docile flock, with no sign yet that any rams will appear to alter the direction or the intensity of the herd. Some of the details are . . .

War-Profiteering has skyrocketed. The secret contracts for weapons systems and equipment appears to constitute artificially inflated prices that are devouring the budgets, giving massive unearned profits to the manufacturers, while leaving the troops without even the basics. This combined with non-leadership at every level is not only FAILING to support-the-troops: but is actually leaving the troops as sitting ducks in a war-zone that has no front lines, and that knows no rules of engagement! How does this callous disregard for the facts-on-the-ground not constitute a dereliction of duty in a time of war by the Commander-in-Chief himself?

This from the San Francisco Chronicle today: "Not only did the deployment last much longer than the military leaders had expected, but the cost of equipment and training has also skyrocketed. As the conflict continued, the cost of basic equipment ­ helmets, rifles and body armor ­ more than tripled, from $7,000 in 1999 to $25,000 last year, the Wall Street Journal reported in December. The cost of a humvee, once unarmored, has grown seven-fold, to about $225,000 from $32,000 in 2001. As a result of rising costs, the purchases of basic equipment lagged."

"A typical soldier shows up in Iraq without the knowledge of the language, without the knowledge of the people," said Loren Thompson, defense analyst at the Lexington Institute, a centrist think tank in Arlington, Va. "If he also isn't experienced with his unit or with his weapon, that maximizes the potential for disaster."

A survey conducted by the Defense Department Inspector General's Office last spring found that U.S. troops in Iraq and Afghanistan lack sufficient armored vehicles, heavy weapons such as artillery or large machine guns, devices designed to jam signals used to detonate roadside bombs, and communications equipment. As a result, they are sometimes forced to put off operations while they wait for equipment, according to the classified report, a summary of which the Defense Department made public on Tuesday.

"They don't have enough humvees, they don't have enough (armored) trucks," Ortiz, who chairs the Readiness Subcommittee at the House Armed Services Committee, told The Chronicle. "It's getting to the point when they have to share the equipment."

For example, the flat bottoms of the humvees do not deflect the blasts from roadside bombs and instead direct them into the trucks in a way that maximizes the potential damage from the blast to the troops inside. The military is planning to buy thousands of new armored mine-protected vehicles, known as cougars and buffaloes, whose V-shaped hulls deflect blasts from beneath. Lt. Gen. Stephen Speakes, the Army's top supply officer, told the Baltimore Sun that military commanders in Iraq have asked for at least 6,465 such vehicles. But these vehicles would not reach Iraq until March 2008, military officials told the House Armed Services Committee last month." (1)

The Dictator stopped talking about "a civil war" about the same time that he told congress he was "open to debate about the war" ­ now going into its fifth year. Pelosi, speaking on cue, offered her lines of superfluous co-operation, rather than challenging the failed Commander-in-Chief for his dereliction of duties, or for the waste of hundreds of thousands of lives without any justification. Pelosi's words about the 'Spirit of Bi- partisanship' is not only false, it's the wrong approach ­ AGAIN!

The public knows that there is no opposition party in this congress, therefore the "bipartisanship" she speaks of aligns her with the Dictator and his failures, rather than offering any real way out of the morass which the congress and the Dictator have created for the nation. Add to this the privatizing of this government that is now in full swing. This from the New York Times ­ yesterday:

"In June, short of people to process cases of incompetence and fraud by federal contractors, officials at the General Services Administration responded with what has become the government's reflexive answer to almost every problem. They hired another contractor.

It did not matter that the company they chose, CACI International, had itself recently avoided a suspension from federal contracting; or that the work, delving into investigative files on other contractors, appeared to pose a conflict of interest; or that each person supplied by the company would cost taxpayers $104 an hour. Six CACI workers soon joined hundreds of other private-sector workers at the G.S.A., the government's management agency.

Without a public debate or formal policy decision, contractors have become a virtual fourth branch of government." (2)

The above are some of the smaller points which the Matrix of power- politics has recently intensified. But to grasp what's going on behind the scenes-we must understand the motives of the Council on Foreign Relations (CFR), combined with the twelve independently and foreign-owned member banks one of which is the Federal Reserve ­ which is not a federal government institution but is privately owned: This goes back to 1913 and the Night-before-Christmas theft of the power to print our own money. It's an ugly story, but it's what has brought us to what is only the beginning of a never- ending war, that will end this nation and murder this Republic, once and for all. (3)

And finally - There was a recent Revolution in the USA and that Revolution was televised. On December 12, 2000 ­ the US government held its own coup and the public bought it ­ because there was no public outcry over the stolen election or the appointment of George W. Bush by the Supreme Court. The congress, wishing not-to-get- involved decided that they didn't need to act: So the Supreme Court got away TREASON and Congress became part of that crime and yet we have continued from that day to this as if that coup never happened!

Still - Every single thing that has happened from that day to this HAS BEEN ILLEAGAL (sic) - maybe that's why no-one particularly cares about how illegal anything is anymore? Hence the government's continuing series of CRIMES against all of us. It's more than clear that we've all been had-BIGTIME! What is less clear is how much the public is willing to do to end this farce! How many more people will be slaughtered so that the public can watch the SUPERBOWL untroubled by the sounds of that doomsday clock that moves inexorably on; to that moment-not-yet-announced: when it all comes crashing down on the innocent and the guilty with equal vengeance!

Finding an equitable solution to the intractable, festering decades-long Israeli-Palestinian conflict is the Gordian Knot that must be cut to achieve peace overall in the Middle East. Today, no solution is in sight nor are any serious efforts planned to find one despite occasional rhetoric to the contrary like what's now being heard from Washington with similar disingenuous echos inside Israel.

Palestinians know otherwise from long experience. They've heard this siren song before. It's the same old tired refrain going nowhere and not intending to. The so-called "road map" goes nowhere, and the "peace process" guarantees only more conflict because Israel wants it that way to justify its harshness and refuses to discuss the most fundamental Palestinian concerns. Unless they're resolved there can never be peace. They include a sovereign integral independent Palestinian state, the Right of Return, status of Jerusalem Palestinians want as their capital, settlements in the Occupied Palestinian Territories (OPT) that must be removed, and established borders. They also include ending what Palestinian-American scholar and activist Edward Said once called Israel's agenda of "refined viciousness" against the Palestinian people. Since Hamas' Palestinian Authority (PA) January, 2006 legislative electoral victory, there's been nothing "refined" about it.

As long as these issues and present conditions go unaddressed, this long-running tragedy will go on without end destroying the lives of new generations of young Palestinians who nonetheless continue their valiant struggle for freedom and justice even against overwhelming odds. Today they're greater than ever as the tiny Israeli state with six million Jews (including those in OPT settlements) is a world nuclear power compared to a virtually defenseless Palestinian population of about five million. Included are 1.4 million Arab Israeli citizens. They're denied all rights Israeli Jews get and are subjected to constant abuse and neglect. They're a fifth of the population but are forced to live on 2% of the land plus 1% more for agricultural use. The Jewish population gets nearly all the rest.

Another 3.9 million Palestinians in Gaza and the West Bank only get the right to live under the boot of a hostile occupier. They live under "vicious" repression and are denied all rights including the fundamental one to their own home on their own land that may be bulldozed to rubble anytime for any reason because Israel wants the land for Jewish settlements and relentlessly takes it and the lives of many Palestinians as well.

Then there are the refugees. About five million are in the Palestinian diaspora including about 260,000 internally displaced and living inside Israel. Most others live within 100 miles of Israel's borders in neighboring Arab states. Half are in Jordan, 15% in Lebanon, another 15% in Syria while others live throughout the world including in other Arab countries like Egypt and the Gulf states. Many live with a dominant dream so far unfulfilled - the absolute universal "Right of Return" affirmed in UN Resolution 194 passed in December, 1948 resolving that "refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return and for loss of or damage to property....made good by the Governments or authorities responsible."

This "universal right" is also established in Article 13 of the Universal Declaration of Human Rights and under various Geneva Conventions. Israel won't recognize it and adamantly refuses to include it in negotiations even though the Jewish state doesn't have a legal leg to stand on. In 1948-49, its leaders ethnically cleansed 800,000 Palestinians slaughtering many in the process. They also destroyed 531 of their villages in their "War of Independence" all Palestinians call the Nakba or catastrophe. Many refugees dream one day of returning to their homes, and all Palestinians want and deserve their own sovereign independent state never losing hope they'll get it.

Israel exacerbates their plight practicing a rigid policy of police state control while ignoring binding legal provisions of the International Covenant on Civil and Political Rights. Its preamble cites the Universal Declaration of Human Rights and UN Charter, that's also binding international law, stating "civil and political freedom....can only be achieved (if) everyone may enjoy his civil and political rights (and that it is the) obligation of States under the Charter of the United Nations to promote....human rights and freedoms (for everyone)."

Its many Articles also affirm:

-- The right of self-determination and freedom to freely determine one's political status and freely pursue one's economic, social and cultural development.

-- The inherent right to life and freedom from subjection to torture, cruel, inhuman, degrading treatment or punishment and to be free from arbitrary arrest or detention or deprived of liberty.

-- The right to liberty of movement and freedom to choose one's residence.

-- The right freely leave any country and not be deprived of the right to return to it.

-- The right to freedom from arbitrary or unlawful interference with one's privacy, family, home or correspondence.

-- The right to freedom of thought, conscience and religion.

-- The right to have equal access as all others to public services in one's country.

-- The right of all persons to equal protection of the law without discrimination.....and much more.

In the way it treats Palestinians, Israel willfully violates all the above provisions as state policy and has done so for six decades and gotten away with it.

People of conscience must condemn this lawlessness and demand Israeli leaders be held accountable for their crimes of war and against humanity so the long-suffering Palestinians one day have the same rights and freedoms as all Israeli Jews. They and all others deserve no less.

Jeff Halper's Concept of An Israeli "Matrix of Control"

Jeff Halper is the Coordinator of the Israeli Committee Against House Demolitions (ICAHD) based in Jerusalem. He's also a professor of anthropology at Ben Gurion University and has lived in Israel since 1973. ICAHD was originally formed as a non-violent, direct-action group to resist Israeli home demolitions in the OPT. It's activities now include resistance to settlements, land expropriation, fruit and olive tree uprootings and other crop destruction, bypass road construction, policies of "closure" and "separation," denial of civil and human rights, and all other elements of repression of a people under occupation it wants to help end to achieve an equitable and sustainable peace only possible once Palestinians have their own sovereign integral independent state.

Halper established the concept of a repressive "Matrix of Control" to explain how Israeli governments dominate Palestinian life. For these long-suffering people ever to achieve justice and a land of their own, this system chaining them in bondage must end. Here's how it works.

Halper explains it's composed of three layers of control. The first one is "physical control" of key "links and nodes." It's done through illegal OPT settlements on expropriated land, use of military zones, industrial parks, control of aquifers and other natural resources, checkpoints, control of all border crossings, a network of bypass roads for Jews only, national parks for recreation underneath which are former Palestinian villages destroyed and their history erased to make way for them, and the oppressive (World Court ruled) illegal Separation or Apartheid Wall claimed for security but, in fact, another part of a land grab and confinement agenda. It's being built to continue ethnically cleansing Palestinians and keep those remaining virtual prisoners in restricted cantonized OPT areas. They're isolated from and unconnected to others as part of Israel's policy of ghettoization, repression and social control.

Halper's second control layer is bureaucratic and legal encompassing a host of policies constricting Palestinians in a maze of procedures and restrictions. These include harassing zoning and other regulations governing the following:

-- Allowable home and village construction. -- Building permit restrictions.

-- Home demolitions for violations of code.

-- Land expropriation designated for Israeli "public purposes."

-- Agricultural restrictions and crop destruction for violations.

-- Licensing and inspection of Palestinian businesses.

-- Closures anywhere, any time, for any reason.

-- Movement and travel restrictions within and outside the country.

-- Many other politically motivated harassing rules and regulations designed to make life impossible for people forced to abide by them. These are politically motivated actions confining Palestinians to designated enclaves or cantons. Israel claims they're legal, but, in fact, they're not. They deny fundamental human and civil rights guaranteed under numerous international laws, covenants, and protocols established by Geneva Conventions and the UN governing a broad definition of rights and freedoms including economic, social, cultural, political and other ones in peace and war.

Israel is a signatory to these laws yet flagrantly violates them. It's also brazenly ignored over five dozen UN Resolutions going back decades condemning or censuring it for its actions against the Palestinians or other Arab people, deploring it for committing them, or demanding, calling on or urging the Jewish state to end them. Israel flaunts the rule of law observing only what comes out of its Knesset. It arrogates to itself the right to act in its own interest, law or no law, and gets away with it because its supportive partner and paymaster in Washington winks and nods approval, funds it lavishly, and supplies it with the most modern weapons of war to use against any adversary. Palestinians, on the other hand, are vulnerable and defenseless. They have only crude weapons, their bodies and redoubtable spirit to use in self-defense.

Halper's third "Matrix" layer uses violence as a means of social and political control. It includes military occupation, mass imprisonment and routine use of torture as documented by Israeli human rights monitoring group B'Tselem saying it's flagrant and widespread and violates the Fourth Geneva Convention, Universal Declaration of Human Rights and 1984 UN Convention Against Torture. It also relies on an elaborate use of collaborators, pressure on families to sell their land, and military and civil authority oppression in the OPT. All this is falsely justified in the name of security just like harsh US laws and their enforcement are here. In fact, they're just police state measures to harass and round up dissenters and control a restive population resisting a hostile government harming its welfare.

Most people in the US know little about what's happening in the OPT because information about it is suppressed in the corporate-controlled media. The Israeli public is better informed but not well enough about the "Matrix." Americans are willing to sacrifice some freedom for security not realizing when they do they lose both. Israelis, on the other hand, want peace and are willing to give up some territory for it. Palestinians, however, are victims and understand the "Matrix" well because they live under its harshness affecting their daily lives. Achieving their dream one day depends not only on gaining their own independent state, but also freeing themselves from "the key nodes of the Matrix" Halper explains do the following:

-- Gives Israel full control of all aspects of Palestinian life in the OPT.

-- Most often lowers Israel's military profile creating an image of administration and Israel's right to defend itself hiding the ugly reality on the ground of an oppressive occupier.

-- Creates a cramped space for a Palestinian cantonized mini-state relieving Israel of an obligation to service it.

-- Deflects international opposition beneath the cover of conventional administrative and bureaucratic mechanisms.

-- Creates deplorable conditions leading to despair and belief a truly sovereign independent state is unachievable hoping Palestinians will accept the crumbs offered them or give up and leave.

This bureaucratic web of containment disguises a hard line Kafkaesque system of social control and oppressive enforcement harshly treating anyone resisting it. Visible on the surface under a military head of a "Civil Administration" is a face of "proper administration, upholding the law, and keeping public order and security." It makes the occupation invisible except for its victims disciplined by it harsh rules. Halper describes the control mechanisms:

-- Military assaults against the civilian population and infrastructure (including targeted assassinations and willful collateral killing). It's now ongoing daily in Gaza and the West Bank and documented by the Palestinian Centre for Human Rights, B'Tselem and others on the ground.

-- Use of collaborators and undercover "mustarabi" army units, mass arrests, administrative detentions, (kangaroo court) trials and widespread torture of detainees.

-- Absence of civil law replaced by military rule supplemented by Civil Administration policies.

-- Mass expropriation of Palestinian land mostly in the OPT but also affecting Arab Israeli citizens.

-- Construction of over 200 settlements on occupied land for 400,000 Israeli Jews since 1967 in the West Bank including Palestinian East Jerusalem.

-- Dividing the OPT into Areas "A," "B," "C," and "D" in the West Bank; "H-1" and "H-2" in Hebron; nature reserves for Jews only; closed military areas; security zones; and "open green spaces" for Jewish-only housing developments in over half of East Jerusalem leaving Palestinians confined to unconnected cantons surrounded by Israeli settlements, restricted roads and checkpoints.

-- An interconnected restricted highway and bypass road system linking the settlements and effectively incorporating them into Israel proper like suburbs are to downtown areas of US cities.

-- Controlling aquifers and other key natural resources including rainfall Palestinians are forbidden to collect by law even though they have limited access to other water sources.

-- Controlling OPT holy places as pretexts to maintain a "security presence" there.

-- Maintaining permanent "closure" of the West Bank and Gaza.

-- Restricting movement using a discriminatory system of work, internal and external travel permits.

-- Schemes to displace those unwanted by exile, deportation and revoking residency rights.

-- Home demolitions, land expropriation, denial of basic services and impoverishment.

-- "Master plans" to continue settlement expansion and develop of new ones.

-- Agricultural restrictions along with hundreds of thousands of olive and fruit trees destroyed since 1967 and other crop land disrupted or expropriated.

-- Using various other means of social control and harassment against an unwanted people in a racist Jewish state wanted for Jews only.

All this is a scheme to traumatize, intimidate and break the will of the occupied people hoping they'll give up and leave vacating the land for Jewish development and settlement. It hasn't worked for six decades and never will because too much is at stake, and Palestinians, like Jews, want a land of their own land one day they intend to get. It worked for the Jews and one day will for Palestinians as well. But for decades Israel hasn't stopped trying to prevent it, and there's no sign it intends giving up. It has full support of its policies from the US, the West and most Arab states aligned with the Global North for benefits they receive believing sacrificing Palestinians' interests is a small price to pay.

Halper believes settlements are central to maintaining the "Matrix" because all other development is woven around them including connecting roads, industrial areas, military installations and zones, and the entire security scheme of checkpoints and other mechanisms of control. The only way to end the "Matrix" is to remove all settlements from the OPT, replacing checkpoints and border restrictions with normal transit arrangements just like in any other country or between them. It also means ending military occupation and rule allowing the Palestinians the right to a real integral state they govern freely and not Israeli dictated cantons unconnected to others that are effective open air prisons by any other name the way they're now conceived and laid out.

Life on the Ground Today in the OPT

Palestinians have endured six oppressive decades under Israeli rule, four of them in the OPT since Gaza and the West Bank were occupied after the 1967 war when the Israeli Defense Forces (IDF) seized the Territories. Throughout this time, they faced the kinds of repressive harshness explained above including loss of their personal, political and economic freedoms and any chance for justice in a land only affording those rights to Jews.

For the Jewish "chosen people," Israel is a democratic state, but for non-Jews, especially Arab Muslims, it's their worst nightmare. It's a daily struggle to endure and survive in a hostile racist apartheid land wanting to exclude them from society, and all rights in it, and since 1948 has had an agenda of state-sponsored ethnic cleaning amounting to genocide to rid the land of most non-Jews and all Muslims making the state one for Jewish habitation only. This policy is no different than Nazi Germany's Nuremberg Laws governing Jews under that state's Racial Policy asserting Aryan race superiority. In Israel, Jews are the "Master Race" and Arabs are the persecuted "Jews."

That ideology shows in the demonizing characterization and depiction of Arabs by former Israeli prime minister and 1978 Nobel Peace Prize laureate Menechem Begin who once said: "Our (Jewish) race is the 'Master Race.' We are divine gods on this planet. We are as different from the inferior races as they are from insects....other races are beasts and animals, cattle at best. Our destiny is to rule over the inferior races. The masses will lick our feet and serve us as our slaves." Begin also called Palestinians "cockroaches" and "beasts walking on two legs." Ehud Barak referred to them as "crocodiles," and Golda Maier said "There was no such thing as Palestinians, they never existed."

With its leaders voicing these kinds of sentiments, it's no wonder Israel imposes harsh treatment on a people it equates with wild animals and insects it wants to eliminate. It makes life grim to impossible for Palestinians at all times, but it hit a new low after the democratic election of a Hamas government in January, 2006. Relations then deteriorated to a state of belligerency and chaos after the world community for the first time in history placed an occupied people under the siege of economic and political sanctions violating the Fourth Geneva Convention that obligates the international community to protect an occupied civilian population.

It wasn't to be and got far worse erupting into virtual warfare following Hamas' capture of an IDF soldier last June. Israel responded with overwhelming force in Gaza and the West Bank in an operation planned months earlier to destroy Hamas. It used the June incident as a pretext to launch it to with devastating results still ongoing mostly unreported and below the radar. What is reported in Western media refers to Palestinians and Muslims generally as militants, gunmen, terrorists, Islamic extremists, Islamofascists and more. Israelis, however, are always seen as victims defending themselves, even their pilots in US-supplied F-16s and helicopter gunships firing missiles against defenseless civilians in their crosshairs.

In the past seven months, these kinds of IDF assaults killed or wounded hundreds of Palestinian civilians, including women and children. Many hundreds more were arrested and held without charge in an operation raging daily adding to the intolerable toll already inflicted. The military also destroyed agricultural land; buildings (including government ones); homes and essential infrastructure including electricity and water to refugee camps; bridges; key roads and more. It's been done to make life intolerable for people as well as destroy the Hamas government Israel won't deal with because its leaders refuse to serve as Jewish state enforcers which the corrupted Fatah is always willing to do under its quisling leader, chairman Mahmoud Abbas. It's the reason he's seen publicly with Israeli prime minister Ehud Olmert, and he's invited to meet with George Bush in the White House. "Real" democrats never get that "privilege."

Fatah corruption and its betrayal of its people is revealed in a document Palestinian activist, writer and lecturer Ali Abunimah obtained and reported on in his Electronic Intifada web site on January 27. It's an Israeli Ministry of Defense Powerpoint presentation showing more of the dark side of a racist apartheid bureaucracy. The document details some of what was covered above including movement restrictions, ethnic cleansing policies and collaboration with Palestinian traitors selling out their people for benefits Israel affords them.

It outlines Palestinian Fatah chairman Mahmoud Abbas' complicity with the Israeli government as well as an official inside glimpse into Israel's "Matrix of Control" with token easing of it to its collaborators and for PR purposes. Mentioned in it is the following:

-- the US supplying Fatah with millions of dollars of weapons and equipment for use to oust the democratically elected Hamas government.

-- Israel affording special privileges for "the movement of VIP and senior Palestinians (meaning Abbas and his allies) facilitating (their) movement without security checks."

-- Special permits for 505 Palestinian "businessmen" exempting them from pass laws forbidding overnight stays in Israel, fewer security checks and other privileges and benefits.

-- Allowing a privileged "42,899" Palestinian laborers to work in Israel and exempting 2000 agricultural ones from pass law requirements.

-- Restricting Palestinians with foreign passports called "foreign nationals" (including ones from the US and Europe) to tourist visitations totaling a cumulative 27 months stay. But even this limitation may be hardened with re-entry being denied those leaving the country for any reason.

-- Listing categories of "humanitarian" workers including religious ones, lawyers, teachers, and hospital and hotel workers less restricted by the pass laws.

In sum, this official document provides an example of Israeli repressive control that can be altered, hardened or manipulated any time in any way to suit a harsh colonial occupier. While making life intolerable for the vast majority of Palestinians, it affords its collaborators enough privileges and rule exemptions to buy them off so they'll go along with cracking down on their own people.

Doing it creates the harshness of the occupation that affects the entire OPT, but since last June Gaza got the worst of it. Renowned investigative journalist and documentary filmmaker John Pilger explained what's happening there is little reported in the West and almost totally ignored in the US corporate media that views the conflict through the prism of Jewish victims responding to Palestinian terrorists that, in fact, turns reality on its head.

On January 22, Pilger wrote an article called "Terror and starvation in Gaza." In it he referred to a genocide "engulfing the people of Gaza while a silence engulfs its bystanders." He quotes former Swedish foreign minister Jan Eliasson and former senior UN relief official Jan Egeland who describe a people "living in a cage, cut off by land, sea and air, with no reliable power and little water, and tortured by hunger and disease and incessant attacks by Israeli troops and planes." He added UK Doctor David Halpin's comment that the people of Gaza are going through a "medieval siege" will daily killings by artillery, rockets, air strikes and small arms.

Children have been especially affected, and Pilger quotes the results of a "remarkable (and horrifying) survey" told him by psychiatrist Khalid Dahlan. It showed 99.4% of children studied in Gaza suffered trauma because 99.2% of their homes were bombarded, 97.5% were exposed to tear gas, 96.6% witnessed shootings, 95.8% saw funerals resulting from bombardments, and nearly one-fourth saw family members injured or killed.

Pilger also cites the writing of Jewish Israeli Haaretz reporters Gideon Levy and Amira Hass. In November Levy wrote people were beginning to starve to death and that "There are thousands of wounded, disabled and shell-shocked people, unable to receive any treatment" in a cauldron he called "monstrous." Hass has lived in the West Bank and Gaza. She calls the Strip a prison shaming her people and reminding her of her mother's trevails when taken to the Bergen-Belsen concentration camp in Nazi Germany in 1944. Pilger describes what's ongoing in the Territories as "Israeli atrocities" and condemns the US Congress, Western journalists and ordinary bystanders including Jews who know what's happening but stay silent out of cowardice or complicity with the powerful Zionist Lobby allowing the Israeli government to commit mass murder with impunity.

One example among many almost daily happened last November 8 when the IDF shelled Beit Hanoun in Gaza killing at least 18 civilians and wounding dozens more. It was barely reported in the West and faded quickly from the collective memory. On November 11, ironically the day commemorating the end of "the war to end all wars" - WW I, the US vetoed UN SC/8867 condemning the attack.

The resolution called on Israel "to scrupulously abide by its obligations and responsibilities under the Geneva Convention relative to the Protection of Civilian Persons in Time of War of 12 August 1949." It also called for an end to violence in the OPT and requested the Secretary-General establish a fact-finding mission to investigate the incident. The US alone objected with its veto ending any hope for justice for the innocent people killed or hurt. The Western press ignored the vote as it's done dozens of other times when the US alone or with one or two small Pacific island allies (plus Israel) vetoed other resolutions condemning Israel for its abusive, hostile actions or that harmed Israeli interests. The Western press also ignores shocking new data showing an 85% poverty rate in Gaza with that percent of the population forced to get by on less than $2 a day.

Pilger's account of what goes on in Gaza also is part of daily life in the West Bank, and the Palestinian Centre for Human Rights documents it all in the OPT daily from its vantage point on the ground in the Territories. It makes for gruesome reading this writer covered in detail in a previous article. Overall these are grievous crimes of war and against humanity as are the rigidly enforced restrictions and regulations causing misery and death that are part of Israel's six decades-long planned ethnic cleansing, genocidal assault and daily harassment against virtually defenseless people fighting back to survive with only crude weapons and their bodies and spirit but paying a dreadful price doing it.

Look at some Israeli-imposed travel and routine movement restrictions Palestinians must endure just reported by Amira Hass on January 19 in Haaretz. She listed 16 prohibitions from information her paper got from the UN Office for the Coordination of Humanitarian Affairs and Machsom Watch. A few include:

-- Palestinians from Gaza are forbidden to stay in the West Bank.

-- Palestinians are forbidden to enter East Jerusalem.

-- Palestinians are forbidden to enter the Jordan Valley.

-- Palestinians are forbidden to enter Nablus in a vehicle.

-- Palestinian residents of Jerusalem are forbidden to enter Area A in the West Bank.

-- Palestinians are forbidden to use Ben-Gurion Airport for foreign travel.

-- Gaza residents aren't allowed to reside in the West Bank.

The other nine prohibitive regulations are just as restrictive and still others apply only periodically imposing even more hardships. If the word "Jews" is substituted for "Palestinians" in them, these rules sound like what Jews endured in Nazi Germany under their racist Nuremberg Laws in the 1930s and 40s.

Amira Hass included more of them documenting 75 manned checkpoints in the West Bank as of January 9, 2007 and about 150 mobile checkpoints as of last fall. In addition, there are 446 obstacles placed between roads and villages including concrete cubes, earth ramparts, 88 iron gates and 74 kilometers of fences along main roads. There are also 83 additional iron gates along the Separation Wall dividing lands from their owners with only 25 of them opening occasionally.

These impediments are part of daily life for Palestinians in the OPT. They're in place to harass and discourage those forced to live under them making life so intolerable people will want to leave for a better life elsewhere and become another country's problem.

They're also part of the long-running conflict planned in stages from when Israel first became a state. This conflict, in Halper's judgment, is "the single greatest cause of instability, extremism and violence in (the) region (but) is the simplest conflict in the world to resolve." He notes that Palestinian leaders for the past 20 years (including Hamas) and a large majority of Israelis and Palestinians support a Jewish state within pre-1967 war boundaries leaving the other 22% of the West Bank and Gaza for a sovereign integral independent Palestinian state free from Israeli occupation including the oppressive settlements making it impossible.

Another key to conflict resolution is the Right to Return that Israel must acknowledge under international law and abide by like all other civilized countries. Halper notes Palestinian sociologist Khalil Shkaki conducted an extensive survey finding only about 10% of refugees (around 500,000 today), mainly the aged, wish to settle in Israel. That's a number the Jewish state can easily absorb if there's political will to do it, but so far there's none nor any hint of any forthcoming. It's because Israel bases its strategy for regional dominance and acceptance on an agenda of conflict and territorial expansion gotten by iron-fisted militarism supported and funded by the US with the West overall going along. Israel also believes the Palestinians are irrelevant, and it can make separate peace and other arrangements with Arab countries and the Muslim world overall.

Halper thinks otherwise saying the Palestinians have a critical "trump card: They are the gatekeepers to the Middle East" in his judgment. For Muslims, this unresolved conflict defines the so-called "clash of civilizations" along with Israel settling territorial disputes with Syria and Lebanon. For Halper, solving this conflict is key to Israel's ability to normalize relations with its Arab neighbors and other Muslim countries as achieving it can weaken the forces of anti-Israeli fundamentalism and militarism fueling conflict. But as long as Israel remains obstinate continuing to deny Palestinians their right to self-determination and maintains its repressive occupation, no progress to peace is possible, all the disingenuous rhetoric about seeking it notwithstanding.

A Look Ahead For Hopeful Change

Looking ahead, the question then is can this policy of hostility and aggression ever work, or in the end, will it fail. Israel believes it can muddle through as it has for six decades. So far, it succeeded because its Arab neighbors in the past were too weak to contest (and still are) and now prefer allying with the West and tolerating Israel at the expense of aiding the Palestinians. Most of all, Israel has a powerful ally in the US, and each country serves the other's interests. It's also supported by the West that up to now has turned a blind eye on the region's most intractable problem thinking in time it may go away or not matter much if it doesn't.

But that kind of thinking has gotten nowhere since 1948, and that's proof enough it never will. Despite everything Palestinians have endured, Israeli's military might never broke their redoubtable spirit nor likely ever will. That being so, it begs the question why the Jewish state continues a failed policy and is unwilling to try a new approach based on rapprochement. Halper believes that kind of effort can achieve a real and lasting peace, and if it's undertaken can progress quickly toward final resolution acceptable to both sides and benefitting the entire region.

It has to happen sooner or later because eventually the international community won't continue tolerating a policy becoming too costly to back. It may be heading toward it already because of the situation in Iraq, Afghanistan and Lebanon over the summer showing US and Israeli belligerency failed and it's time for an alternate course. The international community may push a conflict resolution agenda even harder in light of US hawkishness toward Iran threatening an even wider and much more dangerous regional war. Black propaganda to the contrary, it's unrelated to Iran's legal commercial nuclear program. It's all about Washington's nearly three decade resolve for regime change in a country unwilling to surrender its sovereignty and submit to US imperial management rules. Rule number one explains "who's boss" with no toleration of outliers or disobedience.

Palestinians aren't waiting for conflict resolution or for Israel to see the error of its ways and decide to pursue real peace. They intend keeping up the struggle for their rights and freedoms and an end to six decades of colonial abuse and repression. They took their fight to the seventh World Social Forum in Nairobi, Kenya in late January and first one ever held on the African continent. A 30 member delegation attended representing all major Palestinian community and NGO networks operating in the OPT, Israel and Lebanon. It came to issue a political statement to the world and call to action on Palestine for help in their struggle for "freedom, justice and (a) durable peace" and an end to 60 years of repression. It wants to build a "global Campaign for Boycott, Divestment and Sanctions (BDS) against Israel until it ends its apartheid-like regime of discrimination, occupation and colonization, and respects the right of return of Palestinian refugees and IDPs (internally displaced persons)."

It advocates "Consumer boycotts of Israeli products; boycott of Israeli academic, athletic and cultural events and institutions complicit in human rights abuses; divestment from Israeli companies, as well as international corporations involved in perpetuating injustice, and pressuring governments to impose sanctions on Israel...."

The delegation stressed "official diplomacy has failed in enforcing scores of UN resolutions and....international law (to end) Israel's occupation, colonization, displacement and dispossession of the Palestinian people." It condemned "US-led Middle East diplomacy, favoring military intervention and unilateralism (and its complicity with Israel) in wars and occupation in Iraq and Lebanon (and) Israel's colonial regime in Palestine (and Washington's active encouragement of) division and civil war in the region (with) the US and the entire Quartet (comprised of the US, UN, European Union and Russia) part of the problem in the region (not the solution)."

The Palestinian delegation called on people of conscience and civil society everywhere to join their struggle denouncing Israel as a pariah state and to work cooperatively for "justice and peace (in) the Middle East (and) reconciliation and coexistence for everyone in the region, based on equality and mutual respect for international law and fundamental human rights."

Organized actions like these ended the oppressive South African apartheid regime that once had full support of the US and the West. They can achieve the same result with Israel if enforced long enough with teeth, and they must be. Eventually, this will happen in one form or other, and it'll work because repression can never be sustained forever and won't be. The sooner Israel accepts that, the quicker real peace will come to the Middle East, and it can't happen any too soon.
